In this article, the reformist discourse of Khatami's Administration is analyzed and the status of poverty alleviation is designated. The authors presume that discourses construct realities, so discourse analysis is important for tracing the roots of any phenomena. Therefore, the authors have examined the related texts (including the selected speeches and development plans) by using Laclau and Mouffe's discourse theory and Fairclaugh's Critical Discourse Analysis. Findings indicate that in the reformist discourse of Khatami's Administration, "political development" was the master signifier and other signifiers, including poverty alleviation, gained their final meaning as the result of subjection to it. In other words, poverty alleviation was postponed until the achievement of political development. According to the theoretical findings, the reformist discourse was constituted by articulating the signifiers of liberalism discourse and the Islamic Revolution meta-discourse. As poverty alleviation is not the master signifier in liberalism -it is in fact a by-product of political and economic development- the reality which is produced by this discourse does not pay attention to poverty alleviation as a main issue and marginalizes it.

This article seeks to answer the question of what was the process of housing reconstruction after the November 2017 earthquake in Sarpol-e Zahab and with what challenges? . The method of the present study was qualitative and was used to analyze information and interviews using thematic analysis. Based on the purposive sampling method as well as the theoretical saturation criterion, in-depth and semi-established interviews were conducted with 35 people born in the earthquake and 15 people with specialization. The findings of this study show that the trainee government is the federal government, uses public resources for personal gain, reconstructs delays and slowness of the process, unsupported promises and does not happen in practice, the bureaucracy governing licensing, Do not believe in heat Bank loans, poverty and sexual inequality, empirical experience and preparation of reconstruction authorities, lack of public participation,, , macroeconomic challenges The country was one of the main challenges of reconstruction after the November 2017 earthquake in the city of Sarpol-e Zahab, which was an incomplete and unfinished physical reconstruction. . Based on the research findings, the use of a comprehensive program for the reconstruction of the area, which includes the physical reconstruction of other social areas, such as paying attention to your needs and empowering vulnerable groups, paying attention to cultural issues and the quality of the urban environment. Explaining the Concept of Social Resilience and Analyzing its Measurement Indicators Ezatollah Sam Aram[1] , Samaneh Mansouri[2] Received: 12/6/2017 Accepted: 26/11/2017 Abstract In recent years, especially after the financial crisis of 2008, the dangers and changes in the economic field have affected other areas, such as the political, environmental, and especially social spheres, and have increased the magnitude of the damage and social crisis. On this basis, discussions on social strengthening and resilience have been proposed alongside the other theories and ideas; and they have been met important positions in theoretical and academic principles. In fact, the social resilience debate says that once a social system is able to absorb temporary or permanent risks and can adapt itself to rapidly changing circumstances, it is resilient. This paper, based on documentary method tries to review the valid scientific papers and books, published in recent years, in order to introduce the definitions of social resilience and the indicators for measuring this concept. Awareness of the discussions, experiences and efforts of other countries in this field and also evaluation of them can be useful and effective in policy-making, planning, and even administrative actions. The Social Determinants of Health among Employees of Tabriz Municipality Said Vesali[1] , Ezatolah Samara[2] , Younes Esmaeili Tavil[3] Zohreh Rasoliy[4] Received: 26/11/2016 Accepted: 10/2/2017 Abstract In the modern world, health is a major challenge for all societies. As a consequence of this health education and promotion programs are interested in identifying the factors related to health improvement as well as- health threats. The aim of this study is to investigate the social determinants of physical health among the employees of Tabriz municipality. This research was a survey and target population consisted of the employees of Tabriz municipality. Through random simple sampling, 200 peoples were selected. Correlation tests were applied to analyze the data. Findings showed that there are significant relation between independent variables including social support, life style, health literacy, access to health services, environmental conditions with physical health as the dependent variable. In addition to multivariate regression analysis, 42% of changes in physical health is explained by independent variables. This study shows that social factors are effective in public health and ignoring will cause health problems. Thus, health system policymakers should benefit from social sciences theories in health-based programs preparation. Health is a dynamic concept with regard to physical, psychological, social and spiritual dimensions. All the ideas about spirituality can be summarized in two general approaches: (a) spirituality as a general concept of finding meaning; and (b) spirituality as approaching God/ divinity. No western approach accepts that man is supposed to be God’s representative on the earth. Therefore, the main research question is:what components make up spiritual health, based on Islamic teachings? The study is qualitative, and uses a librarymethod and scientific-religious approach. It uses exegesis of the Quran, Hadith and ethical books, Ganjineh-ye Ravayat-e Noor specialized software, complete volumes of Tafsir Noor, and Ahl-e Beit Library. The study identified the following as the components of spiritual health based on the teachings of Islam: Tawwakul, high opinion towards God, faith, attention to the satisfaction of God, pure motive, thanksgiving, modesty and humility, patience, virtue, justice, prayers, remembrance of God, repentance, thinking and reasoning, self-knowledge, and belief in life after death. It is necessary that the Health Care System and other related organizations consider institutionalizing and propagating these local concepts in their policies and strategies.
